A Big Change for District 25

District 25 is preparing for an important change that will happen on July 1, 2025. Our district will grow, both in numbers of members and clubs, and in geographic area. We will be adding about 15 existing clubs that are currently part of District 23. Our western boundary will move to include the Texas Panhandle and part of eastern New Mexico.

Why is this happening?

In August, 2024, the Toastmasters International Board of Directors approved an amendment to the governing documents to increase the minimum number of clubs in a District from 60 to 100, because of the financial and leadership issues that smaller Districts are facing. This change will be effective as of July 1, 2025.

Even before this decision by the Board, our neighbor District 23 was facing challenges with their ability to support their clubs. For years, the District experienced difficulties in finding enough leaders to fill the area and division director positions, fill committees, have a continuous trio rotation, build new clubs, and sustain quality clubs. Finally, the decision was made that it was in the best interest of the members of the District to submit a letter to the Toastmasters International President requesting the district be consolidated with other districts.

What happened next?

At the 2024 Convention, the Board of Directors announced the District Realignment Program. Most North American Districts were divided into Groups. Each Group has a Realignment Committee to recommend the realignment of the districts in that group. Groups A and B will be realigned in 2025-2026; the other groups will realign in 2026-2027. (See the map on page 5 in the District Realignment Summary – Group A below.)

Group A included Districts 3, 23, 25, 26, 55, and 113. Their recommendation was that District 23’s clubs be divided among Districts 3, 25, and 26. The maps below show how the boundaries were changed.

What is happening now?

The members of the District 23 clubs coming to District 25 are already involved and participating in several ways:

  • Serving on the Club Alignment Committee
  • Serving on the District Leadership Committee
  • Attending TLI officer training and the recent Town Hall.

Other things that are happening between our districts:

  • The District Directors, Program Quality Directors, and Club Growth Directors of both districts are working together to make a smooth transition.
  • Past District Director Ninfa Flewitt serves on the District Transition Committee for Group A, disseminating information from Toastmasters International to District Leaders. This includes information about the Annual Business meeting and how Credentials will be handled during the transition period.
  • Members of District 25 will attend the District 23 conference on April 25-26 to welcome the new clubs and support District 23 leadership.
