A Big Change for District 25

An important change happened on July 1, 2025. Our district grew both in numbers of members and clubs, and in geographic area. We added about 15 existing clubs that were part of District 23. Our western boundary moved to include the Texas Panhandle and part of eastern New Mexico.

Why did this happen?

In August, 2024, the Toastmasters International Board of Directors approved an amendment to the governing documents to increase the minimum number of clubs in a District from 60 to 100, because of the financial and leadership issues that smaller Districts were facing. This change was effective as of July 1, 2025.

Even before this decision by the Board, our neighbor District 23 was facing challenges with their ability to support their clubs. For years, the District experienced difficulties in finding enough leaders to fill the area and division director positions, fill committees, have a continuous trio rotation, build new clubs, and sustain quality clubs. Finally, the decision was made that it was in the best interest of the members of the District to submit a letter to the Toastmasters International President requesting the district be consolidated with other districts.

What happened next?

At the 2024 Convention, the Board of Directors announced the District Realignment Program. Most North American Districts were divided into Groups. Each Group had a Realignment Committee to recommend the realignment of the districts in that group. Groups A and B were realigned in 2025-2026; the other groups would realign in 2026-2027. (See the map on page 5 in the District Realignment Summary – Group A below.)

Group A included Districts 3, 23, 25, 26, 55, and 113. Their recommendation was that District 23’s clubs be divided among Districts 3, 25, and 26. The maps below show how the boundaries were changed.
